            <div class="field field--name-body field--type-text-with-summary field--label-hidden field-item"><p>เนื่องด้วยระหว่าง 23-29 เม.ย. 2567 จะมีวาระการประชุม 'INC4' ณ แคนาดา เป็นการหารือเพื่อนำไปสู่ร่างสนธิสัญญาพลาสติกโลก ซึ่งกำลังจะเป็นความหวังแก้ไขปัญหามลพิษพลาสติก</p><p>ภาคประชาสังคมจึงได้จัดเสวนาอธิบายแนวคิดและหลักการของสนธิสัญญาดังกล่าว ไปจนถึงการออกแบบสนธิสัญญาว่าควรจะมีหน้าตาเป็นอย่างไร ซึ่งได้รับเสียงเป็นเอกฉันท์ว่าควรเป็น ‘ยาแรง’ ที่มีการวางกรอบเป้าหมาย-ระยะเวลาที่ชัดเจน พร้อมระบุทำไมการมีส่วนร่วมของประชาชนถึงสำคัญ</p><p>&nbsp;</p><p>เมื่อ 25 มี.ค. 2567 เสวนา "สนธิสัญญาพลาสติกโลก สู่การยุติมลพิษพลาสติก สำคัญอย่างไรต่อสังคมไทย" ร่วมจัดโดยเครือข่าย กรีนพีช ไทยแลนด์ Environmental Justice Foundation Thailand (EJF) และมูลนิธิบูรณะนิเวศ โดยมีผู้ร่วมเสวนา ประกอบด้วย สุจิตรา วาสนาดำรงดี นักวิจัยจากสถาบันวิจัยสภาวะแวดล้อม จุฬาลงกรณ์มหาวิทยาลัย พิชามญชุ์ รักรอด หัวหน้าโครงการยุติมลพิษพลาสติก กรีนพีช ประเทศไทย ศลิษา ไตรพิพิธสิริวัฒน์ ผู้จัดการโครงการพลาสติก EJF และ เพ็ญโฉม แซ่ตั้ง ผู้อำนวยการมูลนิธิบูรณะนิเวศ (EARTH) ดำเนินรายการโดย เพชร มโนปวิตร นักวิทยาศาสตร์ด้านการอนุรักษ์และเลขาธิการมูลนิธิโลกสีเขียว</p><p class="text-align-center"><iframe width="560" height="315" src="https://www.youtube.com/embed/TaEV69fhebg?si=gcIMGaDqfj3kcQXw" title="YouTube video player" frameborder="0" allow="accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share" referrerpolicy="strict-origin-when-cross-origin" allowfullscreen></iframe></p><p>ทั้งนี้ ก่อนเข้าสู่วงเสวนาจะมีการทำความเข้าใจเบื้องต้นให้เห็นความสำคัญและที่มาที่ไปของสนธิสัญญาพลาสติกโลก โดยปุญณธร จึงสมาน นักวิจัยด้านนโยบายพลาสติกจาก EJF</p><div class="more-story"><p><strong>เรื่องที่เกี่ยวข้อง</strong></p><ul><li>แถลงการณ์ถึง 175 ประเทศที่ร่วมร่างสนธิสัญญาพลาสติกโลก เพื่อสร้างโลกไร้มลพิษพลาสติก</li></ul></div><h2>พิสูจน์แล้ว ระบบสมัครใจไม่ได้ผล</h2><p>สุจิตรา กล่าวว่า อุปสรรคที่ผ่านมาในระดับโลกเคยมีการผลักดันภาคสมัครใจผ่านโครงการ “โกลบอลคอมมิตเมนต์” โดยพยายามดึงแบรนด์และห้างค้าปลีกขนาดใหญ่ และรัฐบาลประเทศต่างๆ เพื่อให้มากำหนดเป้าหมายร่วมกันว่า ภายในปี 2568 จะมีการลดการใช้เม็ดพลาสติกใหม่ เพิ่มรีไซเคิลคอนเทนต์ หรือปรับบรรจุภัณฑ์ให้สามารถใช้ใหม่ (Reuse) หรือเติมได้ (Refill) อย่างไรก็ตาม แม้ว่าจะมีความก้าวหน้า เพราะว่าแบรนด์ใหญ่ๆ เช่น &nbsp;เนสท์เล่ โคคาโคล่า เป็ปซี่ โค้ก จะเริ่มลดการใช้เม็ดพลาสติกใหม่ หรือเพิ่มรีไซเคิลคอนเทนต์ แต่พบว่าทั่วโลกยังผลิตเม็ดพลาสติกเพิ่มขึ้น แต่ว่ายังไม่สามารถสร้างผลกระทบโลกได้อย่างแท้จริง ข้อสรุปคือต้องมาผลักดันสนธิสัญญาพลาสติกโลก เพราะว่าเคยลองระบบสมัครใจแล้วไม่ได้ผลนั่นเอง และทุกประเทศอาจจะต้องมีกฎหมายในประเทศเพื่อให้บรรลุเป้าหมายร่วมกัน</p><p>สุจิตรา กล่าวว่า ประเทศไทยเริ่มหันมาให้ความสนใจหลังมีการจัดอันดับโดย ‘แจมเบก’ (Jambeck) เมื่อปี 2558 เผยว่าไทยเป็นประเทศอันดับ 6 ที่ปล่อยขยะลงสู่ทะเลมากที่สุดในโลก ทำให้รัฐบาลเริ่มมีมาตรการ มีโรดแมป ไปจนถึงแผนปฏิบัติ (Action plan) ในการแก้ไขปัญหา แต่กลับไม่ประสบความสำเร็จ เพราะเราใช้วิธี &nbsp;“การแบนโดยสมัครใจ” หรือการขอร้องให้เลิก ซึ่งมันทำไม่ได้ ทำให้ต้องไปผลักดันเป็นกฎหมายหรือ พ.ร.บ. อย่างกรณีการแบนเม็ด ‘ไมโครบีดส์’ ในเครื่องสำอางล้างหน้า ผ่านการใช้ พ.ร.บ.เครื่องสำอาง ในการควบคุม</p><p>“พอไม่มีกฎหมายรองรับ ก็เป็นเชิงความร่วมมือ อย่างที่บอกระดับโลกยังแก้ไขไม่ได้ และเราคาดหวังเหรอว่าไม่มี Action Plan (แผนปฏิบัติ) ในประเทศไทยจะแก้ไขอะไรได้ ได้ก็ได้น้อยมากๆ” สุจิตรา กล่าว</p><h2>ไทยยังไม่พร้อมกับสนธิสัญญาพลาสติกโลก</h2><p>ความเห็นของนักวิจัยจากจุฬาฯ มองว่า ไทยยังไม่พร้อมกับสนธิสัญญาพลาสติกโลก ประเด็นแรก กฎหมายไทยต้องมีกฎหมายเริ่มตั้งแต่ต้นทางยันปลายทาง ซึ่งประเทศไทยยังไม่ไปถึงขั้นตอนของการผลิต มีนโยบายที่สร้างภาระให้กับท้องถิ่นในการจัดการขยะมูลฝอยคือมีนโยบายให้ท้องถิ่นจัดการ แต่ไม่มีงบประมาณช่วยเหลือ หรือการสนับสนุนเรื่องอื่นๆ &nbsp;อีกทั้ง แม้ว่าหลังจากปี 2558 เป็นต้นมา ประเทศไทยจะมีแผนจัดการขยะพลาสติกแบบต่างๆ แต่ปัญหาคือยังไม่เป็น พ.ร.บ. ทำให้ไม่สามารถบังคับใช้มาตรการได้อย่างจริงจัง</p><p>สุจิตรา กล่าวว่า เมื่อเทียบกับต่างประเทศ รายงานจาก ‘OECD’ (องค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา) ระบุว่า เครื่องมือเชิงนโยบายในการจัดการขยะพลาสติก 4 เครื่องมือหลัก ประกอบด้วย 1. ‘EPR’ (Extended Producer Responsibility) หรือการขยายความรับผิดชอบผู้ประกอบการ/ผู้ผลิต 2. ภาษีการเผาหรือการกลบ เพื่อดันให้กระบวนการรีไซเคิลคุ้มค่ามากขึ้น 3. ระบบมัดจำคืนเงิน และ 4. Pay-as-you-throw หรือเก็บค่าขยะตามปริมาณที่ทิ้ง OECD ระบุว่า คู่มือ 4 ตัวหลักนี้เป็นกลไกในการจัดการขยะพลาสติก ซึ่งประเทศไทยไม่มีกฎหมายหรือเครื่องมือเหล่านี้เลย ซึ่งต้องร่วมกันผลักดันให้ประเทศไทยมีเครื่องมือเชิงนโยบายเหล่านี้</p><p>สุจิตรา ระบุว่า ปัจจุบัน กรมควบคุมมลพิษ มีการศึกษายกร่าง พ.ร.บ.บรรจุภัณฑ์อย่างยั่งยืน และอยู่ในช่วงรับฟังความคิดเห็น แต่ช่องว่างตอนนี้คือยังไม่มีการนำเรื่องสนธิสัญญาพลาสติกระดับโลกมาปรับหรือบรรจุหลักการใน พ.ร.บ.ตัวนี้ เธอคิดว่าอาจต้องมีการศึกษาหรือทบทวนใหม่ และตัวกฎหมายเศรษฐกิจหมุนเวียน (CE) เพื่อแก้ไขขยะประเภทต่างๆ อยู่ในแผนแล้ว แต่ภาครัฐยังไม่ได้ผลักดันอย่างจริงจัง</p><h2>ปัญหาพลาสติกต้องพลิกขึ้นมาดูทั้งหมด และทำให้สนธิสัญญาตอบโจทย์เรา</h2><p>เพ็ญโฉม แซ่ตั้ง ระบุว่า เธอมองว่าประเทศไทยเผชิญปัญหาด้านสิ่งแวดล้อมจากวงจรพลาสติกตั้งแต่ต้นทางจนถึงปลายทาง เธอยกตัวอย่างปัญหาจากอุตสาหกรรมขุดเจาะน้ำมันที่ปัจจุบันยังมีการปนเปื้อนจากสารปรอทในท้องทะเล อุตสาหกรรมปิโตรเคมี (ใช้ผลิตพลาสติก) ที่เคยส่งผลกระทบใน อ.มาบตาพุด จ.ระยอง จนทำให้โรงเรียนและชุมชนต้องย้ายออกห่างจากพื้นที่เพราะว่าปัญหาเรื่องมลพิษ อีกทั้ง มีรายงานว่าช่วงนั้นมีสถิติผู้ป่วยมะเร็งในระยองจำนวนมากอีกด้วย</p><p class="picture-with-caption"><img src="https://live.staticflickr.com/65535/53661595966_4b56ae8d86_b.jpg" width="1024" height="684" loading="lazy">เพ็ญโฉม แซ่ตั้ง (ที่มา: เฟซบุ๊ก มูลนิธิบูรณะนิเวศ)</p><p>สมาชิกมูลนิธิบูรณะนิเวศ ระบุว่า ประเทศไทยยังเผชิญปัญหากรณีการนำเข้าขยะพลาสติกจากต่างประเทศ และการขยายตัวโรงงานรีไซเคิลจากจีนที่เข้ามาตั้งในประเทศไทยจำนวนมาก และตรงนี้จะส่งผลให้เกิดฝุ่น PM 2.5 ที่อันตรายมากกว่าฝุ่นจากการเผาไร่ เนื่องจากเป็นฝุ่นที่เกิดจากการเผาขยะพลาสติกที่เต็มไปด้วยมลพิษสารเคมี มลพิษเหล่านี้กำลังถูกปล่อยขึ้นไปบนอากาศ ซึ่งจะมีผลกระทบต่อร่างกายทั้งเป็นสารก่อมะเร็ง มีผลกระทบต่อระบบประสาทของเด็ก และปัญหานี้ยังเป็นสิ่งที่คนในสังคมไทยยังไม่ได้รับการพูดถึงนัก</p><p>“ทั้งหมดนี้คือรูปแบบของมลพิษจากพลาสติกที่สังคมไทยยังไม่ได้พูดถึง มีมลพิษอีกหลายอย่างที่พลิกมันขึ้นมาต้องมาดูให้แจ่มแจ้ง และค่อยมาดูว่าสนธิสัญญามลพิษจะตอบโจทย์ปัญหาที่เรากำลังดูอยู่ไหม และท่าทีของรัฐบาลไทยต่อเรื่องนี้จะเป็นอย่างไร และอิทธิพลของธุรกิจที่มีส่วนได้ส่วนเสียจะทำให้สนธิสัญญาเกิดขึ้นได้จริงหรือไม่” เพ็ญโฉม ระบุ</p><h2>EPR ต้องครอบคลุมเรื่องการฟื้นฟู</h2><p>พิชามญชุ์ สมาชิก ‘กรีนพีซ ประเทศไทย’ เห็นว่า จากประสบการณ์การรณรงค์กับภาครัฐ และเอกชน ทำให้เห็นว่าการทำงานแบบภาคสมัครใจต่อไปจะไม่ทำให้การแก้ไขมลพิษพลาสติกถูกแก้ไขปัญหาแน่ๆ เธออยากให้มีกฎหมายภาคบังคับขึ้นมา เพื่อให้เกิดการแก้ไขปัญหาอย่างแข็งขันและจริงจัง</p><p>พิชามญชุ์ &nbsp;กล่าวว่า เธอมองว่าปกติผู้มีส่วนได้ส่วนเสียเรื่องการรักษาสิ่งแวดล้อมและมลพิษพลาสติก เราอาจมองเห็นแค่ภาครัฐที่จัดการขยะ และภาคประชาชน แต่เธอมองว่าภาคธุรกิจ เจ้าของแบรนด์ หรือผู้ที่ผลิตบรรจุภัณฑ์ต่างๆ ควรเข้ามาร่วมรับผิดชอบด้วย ตรงนี้เป็นไปตามหลักการ ‘Prevention’ หรือ ‘ผู้ก่อมลพิษเป็นผู้จ่าย’ เป็นหลักการป้องกันตั้งแต่ต้นทางไม่ให้เกิดมลพิษสิ่งแวดล้อม และหลักการ EPR ต้องครอบคลุมถึงการฟื้นฟูด้วย เพราะว่าตอนนี้บรรจุภัณฑ์พลาสติกมันตกค้างในสิ่งแวดล้อม และส่งผลกระทบต่อความหลากหลายทางชีวภาพ และตอนนี้มันมีการตกค้างแล้ว เราจะฟื้นฟูมันอย่างไร</p><h2>ความฝันสนธิสัญญาพลาสติกโลกควรเป็นอย่างไร</h2><p>ศลิษา ไตรพิพิธสิริวัฒน์ จากมูลนิธิ ‘ELF’ กล่าวว่า สนธิสัญญาพลาสติกโลกยังมีความหวังอยู่ เพราะว่ายังอยู่ในช่วงระหว่างการเจรจาอีก 2 ครั้ง ส่วนแนวโน้มนั้นสนธิสัญญาสามารถออกมาเป็น 3 เส้นเรื่อง การจัดการพลาสติกแบบออปชันแรกเป็นออปชันที่เข้มงวดที่สุด เหมือนฝัน มีเป้าหมายร่วมกันในระดับโลก มีกรอบระยะเวลา มีภาคผนวกให้มาคุยกันว่าจะยกเลิกผลิตหรือใช้พลาสติกชนิดไหน เพื่อให้บรรลุตามเป้าประสงค์ของสนธิสัญญาดังกล่าว เส้นเรื่องที่ 2 คือครึ่ง-ครึ่ง ยกตัวอย่าง ลดการใช้และผลิตพลาสติก แต่ขอให้แต่ละประเทศไปกำหนดนโยบายกันเองได้หรือไม่ เส้นเรื่องที่ 3 คือทำเหมือนเดิม เพราะว่าทุกประเทศมีวิธีการแก้ไขปัญหาของตัวเอง ปล่อยให้แต่ละประเทศกำหนดนโยบายกันเอง</p><p มูลนิธิบูรณะนิเวศ)</p><p>ศลิษา กล่าวว่า ความน่ากังวลคือแต่ละประเทศให้ความสำคัญไม่เท่ากัน บางประเทศอยากให้เข้มงวด บางประเทศอยากให้อยู่ตรงกลาง หรือให้เหมือนเดิม ก่อนหน้านี้เพิ่งมีรายงานออกมาจากองค์กรจาก CIEL ระบุว่า การประชุมครั้งที่แล้วมีล็อบบี้ยิสต์ไปอยู่ที่ว่า 143 รายเป็นตัวแทนของบริษัทปิโตรเคมีคอล และมาในนามองค์กรของภาคประชาสังคม ซึ่งมากกว่าตัวแทนเจรจาจากหมู่เกาะขนาดเล็ก ซึ่งมาแค่ 70 ราย ทำให้มีความกังวลว่า มาตราการในสนธิสัญญานี้จะไม่ได้เป็นยาแรงในการควบคุมการผลิต/การใช้พลาสติก แต่ยังมีความหวังในการเจรจาครั้งที่ 4 และอยากชวนทุกคนจับตามอง</p><h2>ต้องจับตาอย่างใกล้ชิด</h2><p>สุจิตรา กล่าวว่า ต้องเน้นการลดในส่วนที่ไม่จำเป็น อะไรที่ลดได้ มีทางเลือกบรรจุภัณฑ์ที่ปลอดภัยเป็นมิตรต่อสิ่งแวดล้อมจริงๆ ควรจะลดละเลิกใช้ อยากให้สนธิสัญญาดังกล่าวเป็นตัวกระตุ้นให้ภาคประชาสังคมทำงานกับภาครัฐร่วมกันผลักดันในประเด็นเรื่องของ “Prevention” ดันประเด็นที่อุตสาหกรรมไม่ค่อยเน้นเท่าไร คือเรื่องให้ความสำคัญกับการลดการใช้ ไม่ได้เน้นแค่เรื่องรีไซเคิล อยากให้ทุกภาคส่วนมาช่วยกันคิดว่า “เราไม่ได้ทำเพื่อคนในคนหนึ่ง แต่เรากำลังทำเพื่อลูกหลานของเรา เพื่อโลกของเรา”</p><p>เพ็ญโฉม มองว่า เราอาจต้องจับตาดูสถานการณ์การร่างสนธิสัญญาอย่างใกล้ชิด เพราะว่าสถานการณ์นี้จะไม่ต่างจากตอนร่างสนธิสัญญาโลกร้อน (Paris Agreement) เนื่องจากกลุ่มผู้ทรงอิทธิพลคือกลุ่มพลังงาน และอุตสาหกรรมเชื้อเพลิงฟอสซิส และอุตสาหกรรมเคมีนั้น เขาไม่ยอมแน่ๆ ให้มีการร่างสนธิสัญญาที่เป็น ‘ยาแรง’</p><p>เพ็ญโฉม เชื่อว่า สถานการณ์ของโลกเรามันถึงจุดที่จะต้องมีอะไรมาควบคุมการใช้และผลิตพลาสติก ไม่สามารถปล่อยให้เป็นภาคสมัครใจ หรือปล่อยให้ทุกประเทศดำเนินการกันเองและด้วยความที่อุตสาหกรรมพลาสติกเกี่ยวเนื่องกับหลายอุตสาหกรรม หมายความว่าต้องมีการควบคุมตั้งแต่ต้นทาง เธออยากให้สนธิสัญญามีมาตรการเป็น ‘ยาแรง’ แต่มันจะเป็นในแบบที่เราอยากให้เป็นไหม คงจะมีการต่อสู้กันในเวทีเจรจาระหว่างประเทศ (INC4) ที่จะจัดขึ้นเดือน ต.ค. 2567 เพราะภาคอุตสาหกรรม และเอกชน จะพยายามที่จะค้านและให้โลกมองว่าพลาสติกยังเป็นเรื่องจำเป็น</p><p>สมาชิกมูลนิธิบูรณะนิเวศ เผยว่า ไม่ว่าสนธิสัญญาพลาสติกจะออกมาดีแค่ไหน ขี้เหล่บ้างเล็กน้อย หรืออะไรก็แล้วแต่ แต่สำคัญที่กฎหมายของประเทศไทยจะรองรับอย่างไรมากกว่า ยกตัวอย่าง ประเทศไทยรับอนุสัญญา ‘มินามาตะ’ ว่าด้วยเรื่องสารปรอท หรืออนุสัญญา ‘บาเซิล’ ว่าด้วยการห้ามเคลื่อย้ายขยะอันตรายข้ามแดน แต่ปัญหาไม่ได้อยู่ที่อนุสัญญาฯ แต่เป็นปัญหาในประเทศไทยว่าจะมีอะไรมารองรับตรงนี้ไหม กฎหมายภายในประเทศอ่อนมากๆ จนไม่สามารถคุมอะไรได้ จนเราเผชิญปัญหาขยะถูกส่งเข้ามาในประเทศไทย หรือว่าเป็นปัญหาตัวสารปรอทที่ยังปนเปื้อนท้องทะเล ปัญหาอุตสาหกรรมปิโตรเคมี ประเทศไทยให้การรับรองอนุสัญญาฯ แต่ในเชิงกฎหมายลูกเรายังไม่มีมาตรการอะไรเลยในการลดการปลดปล่อยสารปรอท อากาศ ดิน และแหล่งน้ำ</p><h2>ทำได้โดยไม่ต้องรอ</h2><p>เพ็ญโฉม เสนอว่าภาคประชาชนสามารถร่วมผลักดันสนธิสัญญาฯ &nbsp;ประชาชนต้องมีความรู้ และทำความเข้าใจเรื่องขยะพลาสติก ประชาชนต้องดูแลตัวเอง การใช้พลาสติกแบบไหนปลอดภัยกับประชาชน โดยไม่ต้องรอให้เกิดสนธิสัญญาพลาสติกโลก</p><h2>อยากเห็นความมุ่งมั่น และความทะเยอทะยานของคู่เจรจาจากภาครัฐ</h2><p>ศลิษา กล่าวว่า เราอยากเห็นความมุ่งมั่นของคู่เจรจาว่า โดยคำนึงว่าเรื่องสิ่งแวดล้อมเท่าเทียมกับเรื่องสังคมอื่นๆ เพราะว่าตอนนี้จุดหนึ่งที่ทำให้เรื่องสิ่งแวดล้อมถูกผลักออกเป็นเรื่องชายขอบเพราะว่าเขามองว่าเรื่องสิ่งแวดล้อมมันเป็นเรื่องรอได้ แต่ว่าถ้ามองและสนใจเรื่องนี้จริงๆ เธอเคยคุยกับผู้ลี้ภัยคนหนึ่ง เขากลายเป็นผู้ลี้ภัยจากสงครามกลางเมืองซูดาน ถามไปถามมาสงครามกลางเมืองเกิดขึ้น เพราะว่าหมู่บ้านเขาไม่มีน้ำใช้เพราะแห้งแล้ง ทำให้คนต้องย้ายถิ่นฐาน และแย่งทรัพยากรธรรมชาติกันเอง</p><p>“ดังนั้น ตรงนี้สำคัญมาก ต้องมีกรอบเวลาที่ชัดเจน ถ้ามันไม่มี การแก้ไขจะเกิดขึ้นได้อย่างไร ถ้าอยากให้สนธิสัญญาเป็นยาแรงทั้งในเรื่องของหลักการ และวิธีการดำเนินการ</p><h2>มองสนธิสัญญาเป็นจุดเปลี่ยนสู่การพัฒนา</h2><p>สมาชิก EFJ ระบุว่า ต้องมีการคิดเรื่องการเปลี่ยนผ่านที่เป็นธรรมควบคู่ไปด้วย เช่น ซาเล้งรับซื้อของเก่าและขยะ มันเป็นอาชีพของเขา การเก็บขยะพลาสติกมันเป็นอาชีพของเขา และทำยังไงให้เขาไปกับเราได้ และอยากให้สนธิพลาสติกโลกกระตุ้นให้เราคิดไปข้างหน้ามากขึ้น เพื่อยุติวงจรพลาสติก และไม่ทิ้งใครไว้ข้างหลัง</p><p>“อยากให้สนธิสัญญานี้เป็นสิ่งที่กระตุ้นให้เราคิดไปเหนือกว่านั้น ข้ามไปอีก เพราะเราต้องการไปข้างหน้า และแน่นอนว่าเราอยากให้คุณภาพชีวิตของทุกคนไปด้วยกันได้ แต่คำว่า ‘Just-Transition’ ในมุมมอง EFJ มองว่า การเข้าถึงสิทธิที่มีสิ่งแวดล้อมที่สะอาดอยู่ได้และยั่งยืน เพราะฉะนั้น มันคือการเปลี่ยนผ่านที่ทำยังไงก็ได้ให้ทุกคนเข้าไปอยู่ใน ชีวิตที่สิ่งแวดล้อมที่มันดีได้ไม่ใช่เหรอ เพราะฉะนั้น ถ้าเรามองแล้วว่าพลาสติกเป็นปัญหา และเราอยากให้มนุษย์มีชีวิตที่ดีขึ้น มีสิ่งแวดล้อมที่ดีขึ้น การเปลี่ยนผ่านที่เป็นธรรม มันเกิดขึ้นจริงได้ และเราสามารถเอาสิ่งใหม่ๆ ที่เรากำลังจะทำมาบูรณาการเข้าไป ไม่ทิ้งใครไว้ข้างหลัง ขณะเดียวกัน พาเขาไปสู่ระบบใหม่กับเราในอนาคต” ศลิษา กล่าว</p><h2>สิ่งที่อยากจะเห็นต่อจากนี้</h2><p>สุจิตรา ระบุว่า มี 3 ประเด็นคืออยากฝากสื่อมวลชน และในโซเชียลมีเดีย ติดตามประเด็นนี้มากขึ้น และไม่จำเป็นต้องรอสนธิสัญญา เราสามารถร่วมกันผลักดันได้เลย และสามทำยังไงให้ภาคธุรกิจ หรืออุตสาหกรรมที่เสียประโยชน์ โดยเฉพาะปิโตรเคมี และอื่นๆ มาร่วมมือกับเรา เช่น รัฐส่งเสริมการผลิตนวัตกรรมที่ทำให้ภาคอุตสาหกรรมใช้พลาสติกน้อยลง หรือทำให้เขาเห็นงานศึกษาว่า การลดการผลิตพลาสติก ช่วยสร้างรายได้ให้เขาอย่างไร หรือ รีล (Reel) ของเฟซบุ๊ก แฮชแท็ก (Hastag) หรืออะไรก็แล้วแต่ เราแสดงออกอย่างไรก็ได้ที่มันเป็นเชิงสัญลักษณ์</p><p>“ตอนนี้เรื่องสนธิสัญญาพลาสติกยังเงียบอยู่ เราต้องการคนมาพูดถึงเรื่องนี้เยอะๆ จริงๆ             <div class="field field--name-body field--type-text-with-summary field--label-hidden field-item"><p style="text-align:justify;text-justify:inter-cluster;">“สุรเชษฐ์” สส.&nbsp;ก้าวไกล&nbsp;อัดนายกฯ ปัดตกร่าง&nbsp;“พ.ร.บ.ถนน” ของก้าวไกล โดยไม่ให้เหตุผล ชี้กฎหมายเก่าทำระบบถนนประเทศไทยเละเทะ จึงต้องมีกฎหมายใหม่แก้ปัญหาโครงสร้างทั้งระบบ กระจายอำนาจและงบประมาณสู่ท้องถิ่น ท้านายกฯ ชี้แจงเหตุผลให้ชัด อย่าปัดตกเพียงเพราะเป็นร่างฯ ของก้าวไกล<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">&nbsp;</p><p style="text-align:justify;text-justify:inter-cluster;">17&nbsp;เม.ย. 2567&nbsp;ทีมสื่อพรรคก้าวไกลรายงาน ที่อาคารอนาคตใหม่ สุรเชษฐ์ ประวีณวงศ์วุฒิ สส.บัญชีรายชื่อ พรรคก้าวไกล แถลงข่าวจับตานโยบาย (Policy Watch) กรณีที่นายกรัฐมนตรีใช้อำนาจพิจารณาร่างกฎหมายเกี่ยวกับการเงิน ไม่รับรองร่าง&nbsp;“พ.ร.บ.ถนน” ที่พรรคก้าวไกลได้ยื่นเข้าสู่สภาผู้แทนราษฎรและผ่านกระบวนการรับฟังความคิดเห็นแล้ว<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">สุรเชษฐ์ระบุว่า แม้การไม่รับรองของนายกรัฐมนตรีจะไม่ผิดรัฐธรรมนูญ แต่ไม่ชอบธรรมที่ไม่ให้เหตุผลในการปัดตก เพราะตามครรลองของระบอบประชาธิปไตย นายกควรปล่อยให้ร่างกฎหมายนี้เข้าไปในสภา เพื่อถกเถียงกันด้วยเหตุด้วยผล ตนจึงขอเรียกร้องให้นายกรัฐมนตรีออกมาชี้แจงเหตุผลในการปัดตกให้ชัดเจน เพราะเป็นเรื่องใหญ่ที่เกี่ยวข้องกับงบประมาณกว่า 2 แสนล้านบาทต่อปี<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">สุรเชษฐ์กล่าวต่อไปว่า พ.ร.บ.ถนน เป็นการยกเลิก พ.ร.บ.เดิมที่แตกย่อยออกเป็น&nbsp;7 ฉบับ แล้วยกร่างใหม่ให้เหลือเพียง&nbsp;1 ฉบับ จำนวน&nbsp;125 มาตรา โดยเป็นการแก้ไขปัญหาเชิงโครงสร้างที่ไม่ใช่แค่การปะผุปัญหา ได้แก่ การจัดลำดับชั้นของถนน (Road Hierarchy) การจัดสรรอำนาจและงบประมาณระหว่างส่วนกลาง คือกรมทางหลวงและกรมทางหลวงชนบท กับองค์กรปกครองส่วนท้องถิ่น การพัฒนาเมืองที่ไม่ใช่แค่การสร้างถนน การนำกองทุนมอเตอร์เวย์มาบริหารอย่างโปร่งใส และการยกระดับความปลอดภัยทางถนน<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">สุรเชษฐ์ยังได้ยก&nbsp;3 ตัวอย่างปัญหาที่เกิดขึ้นจากกฎหมายปัจจุบัน ได้แก่&nbsp;<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">1) รัฐราชการรวมศูนย์ ที่ส่วนกลางมีงบประมาณมหาศาล แต่ดูแลถนนไม่ไหวจนต้องมีสองศูนย์ คือกรมทางหลวงและกรมทางหลวงชนบท ทั้งที่ประเทศมีโครงสร้างองค์กรปกครองส่วนท้องถิ่นอยู่แล้ว แต่กลับไม่นำงบประมาณไปลงกับท้องถิ่น กลายเป็นระบบมือใครยาวสาวได้สาวเอา ดึงงบประมาณไปลงในพื้นที่ของตัวเองให้ได้มากที่สุด แล้วไปหากินกับโครงการต่าง ๆ จนผลงานออกมาไม่ได้มาตรฐาน<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">2) ด้วยความที่งบประมาณส่วนใหญ่อยู่ที่ส่วนกลาง จึงเกิดการหาทางสร้างถนนไปเรื่อย ๆ แต่ท้องถิ่นกลับไม่มีงบประมาณพอแม้แต่จะซ่อมถนนที่มีอยู่ของตัวเอง ท้องถิ่นได้งบประมาณในการดูแลถนนต่ำกว่าส่วนกลางถึง&nbsp;6 เท่า แสดงให้เห็นถึงความเหลื่อมล้ำอย่างชัดเจน ซึ่ง พ.ร.บ.ถนนจะจัดแจงเรื่องนี้ให้เกิดการเปลี่ยนแปลงในเชิงงบประมาณไปที่ท้องถิ่นมากขึ้น<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">3) จากการที่ส่วนกลางหาทางสร้างถนนไปเรื่อย ๆ แต่ไม่ได้สร้างแบบถูกหลักวิชาการ จึงไม่มีสิ่งที่เรียกว่าลำดับชั้นของถนน (Road Hierarchy) ซึ่งสำคัญมาก ปัจจุบันประเทศไทยปล่อยให้เมืองโตไปตามยถากรรมแค่&nbsp;200 เมตรข้างถนนใหญ่ แต่ไม่มีการจัดลำดับชั้นว่าถนนใดเป็นถนนหลัก ถนนใดเป็นถนนรอง จึงนำมาซึ่งสารพันปัญหา เช่น อุบัติเหตุ และการจราจรติดขัด</p><p style="text-align:justify;text-justify:inter-cluster;">นอกจากนี้ พ.ร.บ.&nbsp;7 ฉบับเดิมยังแบ่งประเภทถนนตามหน่วยงานที่รับผิดชอบ ไม่ได้แบ่งตามการใช้งาน ซึ่งขัดกับหลักวิชาการในการกำหนดนิยามและลำดับชั้นของถนน มีความทับซ้อนระหว่างภารกิจของหลายหน่วยงาน ทำให้เกิดการกระจุกตัวของอำนาจและงบประมาณไว้ที่ส่วนกลาง แต่ถนนในท้องถิ่นกลับไม่ได้รับการดูแลเท่าที่ควร<o:p></o:p></p><img src="https://live.staticflickr.com/65535/53660052574_466b372b7a_b.jpg" width="1023" height="682" alt="ก้าวไกล" loading="lazy"><p class="picture-with-caption" style="text-align:justify;text-justify:inter-cluster;">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;สุรเชษฐ์ ประวีณวงศ์วุฒิ</p><p style="text-align:justify;text-justify:inter-cluster;">ดังนั้น ร่าง พ.ร.บ.ถนนของพรรคก้าวไกลจะไปแก้ปัญหาเชิงโครงสร้างอย่างเป็นระบบใน&nbsp;6 ประเด็นหลัก ได้แก่<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">1) การกำหนดให้มี&nbsp;“คณะกรรมการนโยบายถนน” ซึ่งรัฐมนตรีว่าการกระทรวงคมนาคมเป็นประธาน มีหน้าที่และอำนาจหลักในการกำหนดนโยบายและแผนพัฒนาโครงข่ายถนนทั่วประเทศ วิเคราะห์และกำหนดทิศทางการเปลี่ยนแปลงสัดส่วนของงบประมาณระหว่างการสร้างถนนเพิ่มกับการซ่อมถนนเดิมที่มีอยู่ และสัดส่วนของงบประมาณในการจัดสรรระหว่างส่วนกลางกับส่วนท้องถิ่น ตลอดจนจัดทำข้อเสนอแนะไปยังหน่วยงานที่เกี่ยวข้องในการตั้งงบประมาณในรอบปีถัด ๆ ไป พิจารณาและให้ความเห็นชอบมาตรฐานและลักษณะของถนนและงานทาง อัตราความเร็วของยานพาหนะ เสนออัตราค่าผ่านทางร่วมและค่าบริการ เป็นต้น<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">2) การกำหนดประเภทถนนใหม่ ซึ่งแบ่งตามหลักวิชาการสากล แต่ปรับให้สอดคล้องกับบริบทของไทยโดยยึดหลักกระจายอำนาจ โดยแบ่งถนนออกเป็น&nbsp;5 ประเภท คือ ทางหลวงพิเศษ ทางหลวงสายหลัก ทางหลวงสายรอง ถนนท้องถิ่นสายหลัก และถนนท้องถิ่นสายรอง<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">3) การจัดระบบกองทุนค่าผ่านทาง เพื่อยกระดับการจัดการเงินค่าผ่านทางให้มีความโปร่งใสมากยิ่งขึ้น ทุกวันนี้มีการจัดเก็บเงินค่าผ่านทางอยู่แล้วตามระเบียบกรมทางหลวงว่าด้วยเงินทุนค่าธรรมเนียมผ่านทาง พ.ศ.&nbsp;2549 หรือกองทุนมอเตอร์เวย์ อย่างไรก็ตาม นี่เป็นกฎหมายเก่าที่ไม่ได้มีความโปร่งใสและไม่มีการเปิดช่องให้ตรวจสอบได้มากพอ จึงต้องมีการยกระดับให้เทียบเท่ากับกองทุนอื่น ๆ ในประเทศไทย</p><p style="text-align:justify;text-justify:inter-cluster;">4) การยุบเลิกกรมทางหลวงชนบท เพื่อให้เกิดการกระจายอำนาจและงบประมาณปีละราว&nbsp;5 หมื่นล้านบาทไปสู่ท้องถิ่นอย่างเป็นรูปธรรม รวมถึงให้เกิดการถ่ายโอนภารกิจและบุคลากรไปยังองค์กรปกครองส่วนท้องถิ่นในกรอบระยะเวลาที่กำหนด</p><p style="text-align:justify;text-justify:inter-cluster;">5) การจัดตั้งคณะกรรมการสอบสวนอุบัติเหตุและอุบัติการณ์บนถนน ซึ่งจะนำผู้เชี่ยวชาญมาสอบสวนอุบัติเหตุที่เกิดขึ้น กำหนดหลักเกณฑ์ และเสนอแนะมาตรการเชิงป้องกัน</p><p style="text-align:justify;text-justify:inter-cluster;">6) การกำหนดอัตราความเร็วอย่างเป็นระบบ มีหลักการรองรับ และให้มีนิยามไว้อย่างชัดเจนตามลำดับชั้นของถนนในระบบใหม่</p><p style="text-align:justify;text-justify:inter-cluster;">สุรเชษฐ์กล่าวต่อไปว่า สิ่งที่ตนและพรรคก้าวไกลเรียกร้องคือขอให้นายกรัฐมนตรีที่ปัดตกร่าง พ.ร.บ.ถนนโดยไม่ให้เหตุผล อย่างน้อยควรตอบให้ได้ว่า พ.ร.บ.เดิมดีกว่าร่าง พ.ร.บ.ใหม่อย่างไร หรือเพียงเพราะเป็นร่างของพรรคก้าวไกล</p><p style="text-align:justify;text-justify:inter-cluster;">นอกจากนี้ รัฐบาลควรคิดแก้ปัญหาถนนของไทยทั้งระบบในเชิงโครงสร้างได้แล้ว มิใช่เพียงปะผุปัญหาแล้วหากินกับโครงการไปวัน ๆ อย่าเอากระทรวงคมนาคมไปเป็นคลังแสงให้พรรคการเมือง แต่ควรกระจายอำนาจและเม็ดเงินสู่ท้องถิ่นอย่างทั่วถึงและเป็นธรรม โดยพรรคก้าวไกลพร้อมถกเถียงและลงรายละเอียดในการแก้ปัญหาเชิงโครงสร้างไปด้วยกัน</p>

<p style="text-align:justify;text-justify:inter-cluster;">“ถ้าตรงไหนยังไม่ดีพอ ตรงไหนมากไปหรือน้อยไป กระบวนการในสภาฯ ปกติพอรับหลักการวาระหนึ่งก็ต้องเข้าวาระสอง ต้องดูในรายละเอียดกัน มีตัวแทนจากหน่วยงานต่าง ๆ ที่จะมาแก้รายละเอียด ทำได้หมด แต่การปัดตกแบบไร้เหตุผลโดยไม่มาพูดกันแบบนี้ไม่ได้ ท่านต้องให้เหตุผลมา และก้าวไกลเราพร้อมที่จะถกเถียงในเนื้อหาสาระอย่างสร้างสรรค์ว่าอะไรดีกับประเทศนี้” สุรเชษฐ์ กล่าว<o:p></o:p></p><p style="text-align:justify;text-justify:inter-cluster;">&nbsp;</p>
